Board Meeting Minutes
November 10, 2012 10:30a.m. – at the Clubhouse

The meeting was called to order at 10:35 a.m.

10:35 a.m. - Pledge of Allegiance to the USA Flag

10:33 a.m. - Approval of Prior Board Meeting Minutes –

10:36 a.m. - Treasure’s Report - Stan

Income -

  • Collected more home owners dues
  • We will make our budgeted income numbers

  • Below budget for this time of the year. Everything is at our below budget

10:40 a.m. – member asks about the audit – Mary’s answer - The State of Washington loaned us the money for the water project. One of the stipulations of the loan is that an annual audit is required in any calendar year in which more than $500,000 was spent. In 2012, we will have spent over $3 million, so an audit will be required. It should be the only audit we’ll need to do for the water project. 

The non-eligible expense - $377.50 road compaction test

Month end cash statement CD expired at the end of October – took that money and put in the ING money market account. Better interest rate and FDIC assured.

Past due – 1,549.00 collect this last month.

Road Pavement – community

Meeting is scheduled for December 8, 2012 – still looking for a chair person

  • Roads that were paved will be repaired next year

Three years strategic plan – only one person on that community

Social Community – decorating today November 10, 2012 at the club house

Building Community – polished the club house floor, new furniture

10:45 am - Water Project Update

  • All water mains install was completed Thursday
  • As of Thursday, there were 22 vaults/service installations to complete. Purity tests for Riata/camp 12 were submitted on Thursday. KRCI is doing all the prep work on the services so that as soon as they pass, they can complete the installs.
  • Roads – All are done or almost done (some touch-up remains). Riata to be done Saturday (today) November 10, 2012. Highline still be done.
  • Clean up list: Finish vaults, driveways, clean up.

1. Water vault insulation is still outstanding. Rh2 has presented our proposal for insulation, and is waiting for KRCI to decide if they want to use that or propose a different solution.

  • They may be able to get done by November 17, 2012, if they work 6 days next week, but it may be more towards Thanksgiving.

RH2 thinks the overages on gravel and asphalt is due to the following:

  • Trench width was 6 feet at the top (or more) rather than the 5 feet estimated by RH2.
  • RH2’s original estimate doesn’t appear to have included gravel for the cul de sacs.
  • Some gravel for driveways has been included in this gravel bid items (the driveways was a separate item).
  • KRCI has issued claims and requested additional days for project completion. RH2 and the Board are dealing with these, and will be discussed in Executive Session.
  • Locates – Mary will be signing us up for Locate Service. It is inexpensive. Initially, we’re going to use our metal detector and as-built plans to do locaters. But we may need to buy additional detecting equipment (next year) to more accurately mark water line locations.

11:11 a.m. – New Business

  • Schedule mid-month executive meeting – concerns of home owner’s driveway repairs, culverts – Tuesday November 27, 2012 7:30 p.m.
  • Association Manger report –
  • The Needler – new articles due November 14, 2012
  • Volunteers needed for the nomination community
  • Two Board positions will be open in May 2013

11:18 a.m. – Association Manager Report Highlights

  • Water meters can be monitor - due to possible neighbor(s) is stealing water from their neighbor - if so Law Authority will be involved.

11:25 a.m. – Member’s open Floor questions –

  • Snow stakes are being installed around meters as of now – Do not plow over the water meters
  • Concern about the Bonnieville Power clean up under the power line
  • Is there any thoughts getting a guardrail in coming into our community -? Possible get a county grant.

12:40 a.m. - Reconvene from executive session and motion and second to adjourn membership meeting.
